Artashes Gegamyan: the global changes will be in the South Caucasus!

The deputy of National assembly of the Republic of Armenia from Republican Party, the head of constant delegation of National assembly of Armenia in Parliamentary Assembly of OSCE, the chairman of the party «National Unification» and public organization «Northern Prospect» Artashes Gegamyan told about importance of accession of Armenia to the Customs Union.

- It would be desirable to think over features of the present political situation connected with the decision of the president of Armenia Serzh Sargsyan about occurrence into the Customs Union of Belarus, Kazakhstan and Russia, and also readiness to take active part in formation of the Eurasian Union.

I consider to focus expedient attention on the questions the decision of which will positively be reflected in destinies of millions people as in Russia, Kazakhstan and Belarus, and in Armenia, on strengthening of statehood of our sovereign countries, will lead to further development of democracy. Naturally; neutralization of consequences of world financial and economic crisis has to be a necessary condition of realization of these tasks.

Can the Customs Union of our countries solve these problems uniting in a common economic space?

It is known that any global economic project has a chance for success if it is objectively demanded. And was a creation of the Customs Union and Common economic space formation command by time, the adequate answer to world financial and economic crisis?

You come to a conclusion that the Customs Union and the Eurasian Union formed on its basis actually has every chance to become a historical milestone in the development not only Belarus, Kazakhstan and Russia, but also all states on the former Soviet Union. Moreover, the integration project offered by Vladimir Putin essentially differs from similar projects which are offered by the USA and the European Union.

It is remarkable that they, by recognition of the leading researcher of Institute of the international researches at Stanford University Francis Fukuyama, in essence appeared in a condition of ideological vacuum as the ideology of the future, capable to provide a realistic way to the world with healthy society and strong democracy still isn’t formulated.

Taking into account the above, I think, parliamentarians of the countries of the Customs Union and Armenia are faced by quite specific objectives. We will note that Armenia already started realization of the tasks fixed in three documents, accepted following the results of the meeting which has taken place on October 24, 2013 in Minsk between the Supreme Eurasian economic council and the president of Armenia. The documents accepted in Minsk concern the accession of Armenia to the Customs Union, namely: «About accession of the Republic of Armenia to the Customs Union and the Common economic space of Republic of Belarus, the Republic of Kazakhstan and the Russian Federation», the statement for participation of the Republic of Armenia in the Eurasian integration process and «Memorandum of interaction deepening between the Republic of Armenia and the Eurasian economic commission».

It is thought that parliamentarians of our countries bear special responsibility in an explanation to voters the value of the formed Eurasian Union, and so, have to pay special attention to further deepening of inter-parliamentary communications which are urged to execute a role of the key mechanism in an explanation of the public of our states of an essence of integration as the live organism, capable to open ample opportunities for realization of the initiatives aimed at the future.

At the same time it would be desirable to note that for last three and a half years during preparation for signing by Armenia of the Associative agreement with the European Union and Agreements on a deep and comprehensive free trade zone within the East Partnership program Armenia saved up the powerful legislative potential the use of which, in my opinion, will serve our general issue with the Customs Union. Or, being put into words of Vladimir Putin, will help with adjustment to «competition of jurisdictions» to the European Union countries and the Asian-Pacific region in fight for investment appeal.

It is thought that the decision of the president of Armenia Serzh Sargsyan, concerning accession of Armenia to the Customs Union and the Common economic space, supported by the Supreme Eurasian economic council, is the beginning of deep changes not only in Armenia, but also will lead to global changes in the region of South Caucasus and on the former Soviet Union as a whole.
