Byelorussia was indignant with sanctions of the USA

The office on control over the foreign assets of the Department of the Treasury of the USA has imposed the sanctions concerning four enterprises of concern “Belneftehim”: OJSC “Belshina”, OJSC “Grodno Azot”, OJSC “Grodno Khimvolokno” and OJSC “Naftan”.

According to the decision, enterprises are included in the special list of persons and the organizations, the property and property interests of which are blocked in the USA. The physical and to legal bodies of the USA are forbidden to have the deal with these enterprises. The reason of sanctions introduction of the USA they named ostensibly taken place “the infringements of human rights connected with the political repressions in Byelorussia”.
The Byelorussian party considers the decision of the government of the USA on introduction of economic restrictive measures concerning Byelorussia as unreasonable and wrongful step.

They are considered by the Byelorussian party as politically motivated decisions and they limit an economic basis of bilateral cooperation.
Actions of the USA became the roughest infringement of the Budapest Memorandum of 1994 according to which, in exchange for voluntary refusal of our country of possession the nuclear weapon, the United States of America have incurred the obligation not to apply the measures of economic compulsion in relation to Byelorussia.

Special surprise causes the mentioned decision of the USA taking into account that guarantees of safety of Belarus, fixed in the Memorandum, are confirmed by the United States in the joint statement of the Minister of Foreign Affairs of Belarus and the US state secretary following the results of their meeting in Astana on December 1, 2010.
Besides, being the signer of the Helsinki final certificate, the USA has incurred the obligation “to abstain from any certificate of the economic compulsion directed on submission to own interests of realization by other state-participant of the rights, inherent in its sovereignty under all circumstances”.

The actions of the USA also contradict the resolution of the General Assembly of the United Nations 62/183 according to which “any state can't neither apply, nor encourage application of unilateral economic, political measures or measures of any other character on purpose to achieve submission to themselves of other state in realization of the sovereign rights by it”. The resolution of the General Assembly of the United Nations 62/162 “Human rights and unilateral forced measures” calls all states “to stop the acceptance or realization of any not corresponding to international law and the Charter of the United Nations Organization and norms and the principles regulating the peace relations between the states, unilateral measures, in particular the measures of compulsory character with all their ex-territorial consequences”.

The methods of intimidation, economic pressure and the compulsion, which the USA applies to Byelorussia, are absolutely unacceptable in the international practice and can lead only to intensity forcing in relations between the sovereign states and on international scene as a whole.
The arguments, that the sanctions aren't directed against simple people, are false as about 40 thousand persons work in the enterprises against whom, they have used the sanctions. Sanctions are the direct pressure upon social and economic interests of the people working at these enterprises.

The sanctions of the USA concerning four Byelorussian enterprises are the form of display of an unfair competition in relation to widely known in the world and using deserved authority to the enterprises of Belarus. The given enterprises work exclusively in economic interests of all Byelorussian people. They do transparent business, support many socially significant projects. Thanks to successful marketing strategy they managed to develop the scientific and technical, industrial and personnel potential, to achieve forward strengthening of the positions in the international markets. Thereupon any restriction of work of the named enterprises is a blow not only on the enterprises and their collectives, but also on interests of all citizens of Belarus.

In the light of escalation of unfriendly actions by the United States in relation to Belarus and its people, the Byelorussian party is compelled to freeze the realization of some projects of bilateral cooperation with the USA. In particular, the decision on negotiations suspension with the American side on the project of exchange the highly rich nuclear fuel to low-rich is accepted. Thus Belarus continues to observe strictly the international obligations in the field of non-distribution and responsibly to concern the maintenance of physical nuclear safety. The participation of Belarus in realization of the project of creation of program МBА on the basis of the Riga business school is suspended also.

In connection with sanctions introduction, the Byelorussian party reserves the right for acceptance of other adequate retaliatory measures.
