Don't go there – it isn't necessary!
The parliament of Georgia adopted amendments to the law “About occupied territories” in the first reading. The matter is that the punishment measure is softened for those persons who drove on the territory of Abkhazia and South Ossetia which here call as the Tskhinvali region, passing the Georgian check-points.
The current legislation of Georgia provides now exclusively criminal liability for violation of the law “About occupied territories”. The article 322,1 of the Criminal code provides a penalty from two thousand lari (about 1200 dollars) or imprisonment for a period from two to four years for illegal visit of occupied territories. And according to amendments now violation will be considered for the first time as an administrative offense and to be punished by a penalty in 400 lari (about 250 dollars). But repeated violation will be referred all to the same category of criminal offenses. Punishment is not less than double penalty according to the Code of administrative offenses or imprisonment for a period of up to one year.
In general, the entrance on the territory of Abkhazia and South Ossetia in a detour of check-points of Georgia is forbidden for all, except the persons who have got special permission from the Georgian government. And, in case it corresponds “to the state interests of the country, peaceful settlement of the conflicts, a de-occupation, trust restoration between the people injured with war or in the humanitarian purposes”.
It is interesting that the deputies from the former ruling party “United national movement” which associates only with Mikheil Saakashvili, voted against amendments. And one of deputies Shota Malashkhiya even declared that the president of Georgia will veto the bill if that would be accepted...
Thus Bidzina Ivanishvili's government continues to show that its approaches differ from the policy which was carried out by Mikheil Saakashvili which in a result touched off the war. But the offered steps don't change an essence at all: the law “About occupied territories” won't be abolished. It was declared by the minister of questions of reintegration Paata Zakareishvili: “It is categorically excluded and I can safely tell that while I am a minister, it is excluded. It is the law which shows in what condition is this territory”.
