Igor Dodon: Other approach is necessary to Moldova!

In Moldova the governmental crisis came to the end. The ruling Alliance for the European integration “was reformatted” and even changed the name. Coalition had to find a common language under pressure of the European Union. The Minister of Foreign Affairs in the previous Cabinet Iurie Leancă became the new prime minister.

However, many political parties expressed negatively about these changes. Most accurately their mood was formulated by the chairman of the party of socialists of the Republic of Moldova, the deputy of parliament, deputy Igor Dodon:

- Already there will be an attempt of the statement of the new government for the third time for the last four years. I want to remind that on March 5 of this year the parliament already gave an activity assessment for the last three years, namely as activity of the government which is corrupted, inefficiently and which didn't achieve any notable results. Thus, several months ago we dismissed “green” and nonprofessional government.

I analysed in details the program of the government offered us. I want to tell absolutely frankly to authors that it is written well. But the problem of this program is that it has declarative character.

Five accurate priorities are registered in it. The first priority specified as “European integration”. Who else, except several members of the offered government and also several European officials, believe in the European integration? The so-called European integration by means of the laws legalizing “sexual minorities” in the Republic of Moldova isn't necessary to us that in turn will lead to destruction of bases of our state, to destruction of our orthodox belief. You promised the liberalized visa regime by the beginning of 2012. That, who promised it and in case of a failure promised to retire, today applies for a position of the prime minister. About what is it possible to speak here? It would be better to leave the populist statements connected with “European integration”. We, socialists, call for passing from external integration to internal strengthening and improvement of a social and economic situation in our country. It would be the correct decision for the Republic of Moldova.

The second priority is “long-term economic development”. You offer the simplification and liberalization of activity of economic agents. Actually, for the last three years, the pressure concerning the last only amplified. You offer the attraction of investments. In the 2012 year 160 million arrived to the country as foreign investments that is falling for 43% in comparison with 2011 and 4 times less than in 2008. You offer the creation of new highly paid workplaces.When? During one and a half years? And do you know that in three and a half years the number of actively working people and workplaces decreased almost by 100 thousand? Do you know that there are 600 thousand working people on 700 thousand pensioners at present? I.e. less than one working person on one pensioner.

About what do you speak? Do you want to rectify situation with such reforms during one and a half years? You speak about fiscal policy for support of economic agents. Do you already forgot, that a profit tax is again imposed and the VAT for agricultural producers is also increased? Forgot that increased the excises? That the economic agents admit that it is better to do nothing than to work in present conditions which developed in the Republic of Moldova.

Third priority. Reform of judicial and law-enforcement systems. And here, it is very strange that you didn't notice that for the last three and a half years, the judicial system serves you, for satisfaction of your political and economic interests. Fight against crime: who will fight against it? Those three thousand police officers whom you dismissed? With that forty-percentage reduction of number of inspectors in villages? Today, about 40% of villages have no inspector. And then you ask why the house thefts became frequent. Namely for this reason! And thus you want to reduce the crime? Pure populism!

Fourth priority. Fight against poverty and carrying out of social reforms. About one million citizens live on the verge of a poverty line in the country. You cut off all address compensations. You “played” with pensioners, having given them 6.8% and promising them on 90 leus for which they should stand in long queues in Banca De Economii. You made it! You closed about 130 schools and you are going to close 70 more, since September 1. 80% of students after the graduating of higher education institutions think where to leave the country.

Fifth priority. Effective local public government. You approved strategy on decentralization. It provides that in settlements where live from 1500 to 2000 people, city hall will be liquidated. You consider that liquidating the city hall, thereby you will increase efficiency of the local public government? It is a utopia, dear, colleagues!

These are results and promises. I want to tell that in this book called “government program”, you say very interesting thing, namely that you want to continue the reforms begun by the previous government. It means: everything that I listed, you want to continue. You think, people are blind or understand nothing? You want to continue this chaos.

Socialists offered very accurate and clear approach – the government of professionals. Bulgaria, member country of the European Union where you so strongly aspire, approved the government of technocrats. You are not able to show a political maturity. You are blinded by political egoism and thirst of the power. Other approach is necessary to Moldova! Moldova needs the professional government!
