Leonid Smirnyagin: “The Arctic can't be given by no means!”
The known Russian geographer-expert of regional geography (the specialist in the USA) and the political geographer, the member of the Presidential Council in the past Leonid Smirnyagin told how it is necessary to master the Arctic:
- Resources in the Arctic need to be mastered by shift method. It isn’t necessary to occupy northern territories — after all it is difficult to live there purely physiologically. After 5−6 years of residence in these areas the capillary network is reconstructed because of oxygen starvation. And when the person comes back to the south, the reorganization is necessary to an organism again … In our country in general only 5 million square kilometres from 17 are suitable for decent dwelling; all the rest — very serious conditions.
Certainly, the Arctic can’t be given by no means! Also it is impossible to deprive the population of it, differently, it becomes simply a haven of marauders and to that similar persons. Not to mention interests of foreign corporations … We, of course, need to look after it surely.
Perhaps, it will be possible to involve the Northern Sea Route better. In general, transit conditions for our country are very good — it should be not missed only in time! And we already missed the moment for Trans-Siberian Railway improvement. If it worked like clock-work, hardly so many vessels would go a long way round Africa with freights. The stream would go on the Trans-Siberian Railway simply… And the Northern Sea Route is very favourable especially as the season is already reduced when the pack ice closes a lane of vessels…
There is such theory that richness of the Arctic needs to be mastered by a certain international consortium. I can say so: for what reason?! Let’s then the Middle East master by consortium …
The interest to us is great, of course. One of specialists of known firm Exxon told me that 70% from the funds allocated for investigation, this corporation spends for Russia. For God’s sake, come and work, but pay everything that in such cases is necessary! Instead of to come as to the own earth or to declare Siberia as the international possession. It won’t be!
