Let's construct “great” khanate ahead of time...

Recently in some states of Central Asia, the former republics of the USSR, attacks to the joint past became frequent, that past which united the people in the beginning in the Russian Empire and then in the USSR. Elite of these countries quickly forgot that only thanks to the help of other people, their nowadays independent states received the industry, health care and literally “were pulled out for ears” from feudalism.

And now the president of Turkmenistan Gurbanguly Berdimuhamedow supports the idea about coercion to a nationality choice in this republic: or the Turkmen nationality, or good riddance to Russia …

Since July 10, 2013 in Turkmenistan the Turkmen passports of an old sample cease to operate and the inhabitant of the country who had earlier the passport of other state on hands in order to receive the new Turkmen passport has to refuse a dual citizenship or leave the republic. This question concerns, first of all, the Russians who had two passports. In 2008 the new Constitution of Turkmenistan where there was seventh article forbidding to citizens of the country to have any additional nationality was adopted, and the period during which citizens had to be defined what citizens of the country they want to be was defined: Turkmenistan or other, in this case Russia?

Earlier there were other agreements between the countries which granted the right to the Russians living in Turkmenistan, to have the Turkmen passport. Possibility of such situation was provided by the Agreement on a dual citizenship which was signed in 1993 by presidents Boris Yeltsin and Saparmurat Niyazov.

This difficult question has a direct bearing to 50 thousand inhabitants officially registered in embassy of the Russian Federation in Ashkhabad having both Turkmen and the Russian nationality, it recently tried to be solved during the visit to Turkmenistan by the Foreign Minister of the Russian Federation Sergey Lavrov, but is ineffectual.

What is the reason of persecutions on a dual citizenship? The conclusion is quite obvious: the present Turkmen authorities want very much to send Turkmenistan back to the past. Receiving the super income from export of minerals, first of all, gas, they should provide political stability on far prospect and it is even better forever in general, even very similar to a cult of personality, or more likely even to a cult of the Pharaoh.

The competent people aren’t necessary to such society– doctors, teachers, scientists, engineers. Namely those, whom they force now to refuse the Russian nationality. And what after the beginning of process of departure of those who won't wish to obtain compulsory voluntary nationality of Turkmenistan, mortality will sharply increase? What to do if the protection will critically worsen of uneasy borders of this country. What to do if there would be nobody to train children at schools. And this list can be continued infinitely …

But, apparently, the problem of creation of the new khanate is much more important, than presence of the competent, reading, civilized people. Simply probably it seems to heads of some countries of Central Asia that they are rather great khans, something like Timur's modern option or Genghis Khan. And they are free to create everything in the khanates that the left foot will wish them. But they are far not the khans.

In the modern world, and all leading political scientists are unite in it, threats only increase. And far not least it concerns Central Asia. In the history there were many cases when the state perished literally during the instant without support of the larger neighbours. Russia provided here stability and peace long time. Turkmens had access to all material and spiritual riches, all huge space of the Russian Eurasia.

And arkadag of Turkmenistan takes offense at mass media which “distort the situation which has developed round replacement of our passports” and “build the tendentious conjectures round a question of a dual citizenship, claiming that allegedly new passports of citizens of Turkmenistan won't be issued to the persons possessing passports of Turkmenistan and the Russian Federation at the same time”. Also sings nightingale songs that “equal conditions for free development of the personality” are created, there is a right to work, “education on a choice at discretion a profession and an occupation, on social privileges and support from the state, freedom of creativity and religion”.

And “fabrications of mass media” on a question of “double citizens” won't affect “the friendly and brotherly relations which have historically developed between the people of Turkmenistan and the Russian Federation”, “the strategic partnership of our two states which is successfully developing in a new historical era” of Power and Happiness.

From all this east phrase-mongering really blows the wind of not that feudalism, but the most real slaveholding system. Where arkadag saw the Power and Happiness era? Perhaps in the Afghan drug traffic? Or in territorial disputes? Or in deficiency of water resources in Central Asia?

Forcing the perfect experts to leave the country, depriving them of the right to a dual citizenship Gurbanguly Berdimuhamedow thereby promotes deterioration of positions of the country in the world in every possible way. However, in that case Turkmenistan becomes the real khanate, but will similar steps improve the relation of Turkmenistan and Russia? It is unlikely, as Russia after that will be guided by other partners who behave more loyally in our relationship.
