Lugansk doesn't recognize the Kiev power and protected up with arms

Lugansk regional and city Councils at night extraordinary session made the joint decision with which refused to recognize illegitimate «resolutions of the Verkhovna Rada», accepted on February 20−22 and addressed to local city and regional councils with an appeal immediately to form national teams on protection of a public order.

On Saturday in the evening the fighters of «Euromaidan» tried to seize Lugansk regional administration.

Couple of hundred supporters of Maidan gathered at 18.30 with bits and the traumatic weapon at the Lugansk regional state administration obviously with aggressive intentions. They were dispersed by participants of an anti-Maidan within several minutes. As they explained to the correspondent of «Ukrainian truth», their opponents are the members of local «Udar» in the most part (so-called «members of Serpokrylovs» — by name of the heads of a local cell of the father and son Serpokrylov) the concourse of supporters of Maidan is dispersed.

During skirmish three persons got wounds from the traumatic weapon. They were taken away «Ambulance».

Now the entrance to the Regional State Administration is blocked by militiamen with boards.

At 21.45 the emergency session of a regional council gathered. The representative of the Verkhovna Rada Alexander Efremov «swears» before the inhabitants of Lugansk who gathered at the Regional State Administration that «they won’t be handed over». About 500 people who have urgently gathered for the aid to militia listen to him.

Society of hunters came with the weapon. There are also Cossacks and athletes. Meeting chants «Death to Banderovites!», «Death to fascists!», «Glory to Berkut!», «Glory to Donets Basin!» etc. The deputy head of the Regional State Administration Evgeny Kharin promised «to stand up to the end». I assured that Lugansk security officers submit to the regional authorities.

The militia reports that according to its information «extremists have not only the traumatic weapon» and appeals to citizens to be the most attentive: «If you see the groups of people with the weapon — immediately call 102».

Session was opened by the Chairman of the Lugansk regional state administration Vladimir Pristyuk. He took the initiative to award Lugansk fighters of internal troops and «Berkut».
The governor suggested to award security officers «as the real men, in a military way, beautifully» and at the same time to congratulate with February 23rd, the correspondent of «СХІД.info» reports.

Also Pristyuk demanded to address in the State Office of Public Prosecutor upon today’s attempt of capture of the Lugansk Regional State Administration by «representatives of UDAR party».

The decision is made that on February 23 at 12.00 all deputies of the Lugansk regional council come to the square in front of Shevchenko’s monument not to allow to carry out Euromaidan.

Deputies demanded:

— immediate disarmament of all illegal paramilitary groups irrespective of a political affiliation and a place of their dislocation;

— to accept the legislative norm assuming creation of municipal militia and local security forces;

— to accept legislative norm which assumes obligatory coordination with regional councils of all personnel appointments and dismissals of representatives of the central executive authorities at regional level;

— to change the principle of formation of the state budget taking into account its maximum decentralization and establishment of algorithm of distribution of means between the centre and regions for the principle of the maximum accounting of interests of local bulks.

Deputies recommended to city and regional councils on the basis of the Law of Ukraine «About participation of citizens in protection of a public order and frontier» to create the national teams on protection of a public order. Also they addressed to all not indifferent citizens of Lugansk with an appeal to support these teams.

They offered to the head department of state treasury in Lugansk area daily publicly to inform the Lugansk regional council on receipt and an expenditure of budgetary funds.
