Mikhail Formuzal: “Crime is the threat to existence of Moldova!”

Bashkan of Gagauzia Mikhail Formuzal carried out a briefing for the mass media the subject of which was very unexpected: «Criminalization of institutes of the power, as threat of safety of Gagauzia and Moldova». We provide the full text of the speech of heads of the autonomy as a part of Moldova:

- I transferred the materials to the Prosecutor General’s Office of the Republic of Moldova which testify the commission of illegal actions by a number of acting and former high-ranking officials of Gagauzia and about their participation in the criminal world.

In particular, it is a question of intervention in implementation of justice and criminal prosecution, of gangsterism, an active tampering and many other illegal actions. Briefly I can tell that prominent civil servants of an autonomy conducted negotiations with the condemned criminals serving long terms imprisonments of a sentence, gave them legal support including on the transference of the condemned of other countries on the territory of Moldova.

From the materials transferred to prosecutor’s office follows that the speaker of People’s Assembly of Gagauzia Dmitry Konstantinov and the former chairman of the Vulkaneshtsky area Sergey Churned have participation to coordinating of this activity. Also the acting workers of penal system of the Republic of Moldova are involved in this criminal activity, including the chief of prison.

The revealed information testifies that the specified persons use the communications in the criminal world for fight against the political opponents. In particular, the attempts were made to put pressure upon other prisoners through imprisoned criminals for the purpose of perjury who could be used for discredit of executive power of the Gagauzia Autonomy.

Making comments on the appeal to the Prosecutor General’s Office, I want to explain some circumstances and motives of this step.

The high-ranking officials, who appear in materials, are anyway connected with Democratic Party. In recent years a lot of information on close connections of this political formation with the criminal world was published in mass media. On the example of Gagauzia I can note with all responsibility that the leaders and representatives of DPM are really closely bound with criminal groups, complementing each other. In the Gagauzia autonomy the best protection today against prosecution by law enforcement agencies for the committed crimes is the introduction in DPM. It is enough to become the activist of this party and the defence of prosecutor’s office and power structures is provided to the criminal.

Confirmation of my words is that fact that some of materials with proofs of criminal character of DPM as are published in the Internet for some weeks. It became a resonant event in the autonomy and caused big scandal in society. However Gagauzia’s prosecutor’s office preferred to ignore everything. It wasn’t carried out any inspections, criminal cases weren’t opened. The officials exposed in criminal actions, they as held the posts and hold now. And DPM management didn’t consider necessary to give an assessment to actions of the colleagues on party.

Gagauzia’s inhabitants, as well as inhabitants of all Moldova frankly were tired of a crime which is made under cover of the state institutes. In these conditions when the local prosecutor’s office stays idle, and the state, actually withdrew, having left the citizens face to face with criminals, there are dangerous risks for public stability.

Unfortunately, discredit of positive image of an autonomy which on particles was formed the last seven years became the result of activity of Democratic Party in Gagauzia. Programs of rendering of large-scale humanitarian support to locals were frozen from the Russian Federation, and the autonomy received an image of the unstable territory the inhabitants of which aren’t capable from giving of mass media under control to democrats and, therefore, don’t deserve to have special legal status. Criminal and political activity of DPM can have similar consequences and for all Moldova. Because of tampering of government bodies and transformation the whole ministries into party branches, because of «protection» of crimes and criminal figures Moldova appears as the cancelled state at the world community which not in forces to organize the effective management and for which the best option is the introduction of external colonial board.

At this conjuncture I consider necessary to begin consultations between various political forces and representatives of civil society for the purpose of association of efforts against power criminalization in Moldova. Stable development of society is possible today at achievement of two purposes:

1. Deprivation of DPM of control over the state institutes of the power, including, a de-politicization of bodies of prosecutor’s office.

2. Development of guarantees on prevention of return of «democratic» crime in the power.

It is thus important to pay attention that measures of counteraction of criminal activity of DPM are not political struggle, but the actions aimed at providing stability in Gagauzia and the Republic of Moldova. Democratic Party is not the political force, but the organized political group. It is the threat to country existence. It is the threat of safety of each citizen. Therefore this malignant growth under the name DPM, struck the Moldavian state, has to be quickly removed as much as possible.
