The Arctic Ocean should be the Russian!

The director of Institute of peer reviews Nikolay Pavlyuk suggested to rename the Arctic Ocean into the Russian Arctic ocean. This idea caused the mass of responses and judgments in the press, including, the foreign one. Having analyzed all questions and objections, Nikolay Pavlyuk once again explained why he acted with such initiative.

But firstly some words about him. He is the Doctor of Sociology, the academician of the Russian Academy of Natural Sciences, the valid state adviser of the Russian Federation of the second class, graduated from philosophical faculty of M.V. Lomonosov Moscow State University. He worked as the dean of the faculty of the Kamchatka branch of Far East technical institute and as the head of the department of the Research Center of the Higher Komsomol School. He was the adviser of the chairman of Council of Federation of the Russian Federation and the governor of the Orlov region. Further he worked as the director general and the editor-in-chief of the publishing house “World power”, the professor of sociological faculty of M.V. Lomonosov Moscow State University.

Here are his arguments:

- It is expensive to rename the ocean, it would be necessary to alter all school textbooks, maps, globes.

- Actually this expense is strongly exaggerated. The maps as well as the school textbooks, are republished with periodicity in some years, respectively there is no need to do that maps immediately. It is possible to do it in the course of maps and textbooks aging and their reprinting.

-What to do with the international recognition of the new name of the ocean?

- There is no need to participate in the international tender for the ocean name. We have certain rights, respectively, we can dictate the certain conditions. Namely our country uses the Northern sea way for navigation. This is the shortest distance between America and Europe. Taking into account a global drowning, the retreat of ice and all-the-year-round navigation on the Northern sea way, it is necessary to adapt to the new name of the ocean for our foreign partners, but not us as all-the-year-round navigation is carried out by only our country.

- The origin of Lomonosov Ridge is challenged...

- Firstly, M. Lomonosov ridge which crosses the central part of the ocean and stretches from Novosibirsk islands to Ellesmere Island in the Canadian Arctic archipelago, opened in 1948 by the Soviet high-altitude expeditions, nevertheless treats the Russian bedrocks according to all available data from researches.

In 2007, the complex of researches was carried out: the deep seismic researches, icing gravimetry, aerogeophysical survey, seismic acoustics and telephoto profiling and also the ground sample cutting. The data of the analysis of crust model according to the Arctic-2007 profile, which allow to confirm that fact, are obtained that the structure of a bark Lomonosov ridge corresponds to world analogs of a continental bark, so, it is a part of an adjacent continental shelf of the Russian Federation.

Secondly, Russia has the right to ocean renaming even without the conclusion about an origin of Lomonosov ridge. And all conversations and doubts concerning the belonging of underwater ridges to Russia, in my opinion, have exclusively political character. It is also possible to doubt the legitimacy of accession of Siberia and its minerals to Russia. If we don't defend the name of the Russian Arctic Ocean, I’m sure that subsequently there will be the doubts as Siberia with its riches belongs to Russia, instead of all mankind …

- Russia has no right to change the international toponymic names alone.

- Russia is the world sea power! This fact doesn't cause the doubts! Namely the Russian seafarers opened the majority of islands and archipelagoes near the North Pole. We forget that exactly the Russian seafarers opened Antarctica, having generously left it for the international researchers. After all, in fact, Antarctica is the Russian land as it was dug out by our seafarers. Is it the time to Russia to receive the dividends for the generosity?

Besides it is the time for international department of the Russian Federation to apply the influence in upholding of interests and honor of Russia. Besides, there are precedents in the world when the different geographical objects have the different names. For example, Falkland Islands have also the name of Maldives. The Englishmen call them in own way, but in Argentina differently. And therefore the navigation doesn't stop, there are no world cataclysms.

- We live not in the XV century when the names of the countries and oceans changed, isn’t it the time for us to calm down and to live in the civilized world?

- The upholding of the legitimate national interests is the natural existence in the modern world. Exactly in the XXI century “firm” borders of the countries changed in the world. Let's remember Yugoslavia and some other states of Europe, thus, nobody spoke about not civilization of these changes. Is the giving of the lawful name to the ocean corresponding to all logic parameters contradicts the world civilization? It seems to me that, on the contrary, those who oppose such logical renaming, are the people, opposing the historical logic, aspire to cause a loss to prestige of the country and historical justice.
