The Georgian parliament will leave Tbilisi

Mikheil Saakashvili continues the highly demanding construction of democracy in Georgia. This business is difficult, as the noble process is stirred by numerous enemies. And it is not simply the political opponents – everything is much worse, as the president of Georgia showed, acting in Anaklia's seaside small town near to border with Abkhazia. He gave a hand in the direction of Russia and said with pathos: “There are barbarians there and here there is the civilization, there is the Mongoloid brutality and ideology there and here there is the real, oldest Kolkheti Europe, the most ancient civilization”.

It is very difficult to live and work for the benefit of the people when you are disturbed incessantly by artful barbarians – it is necessary to show the imagination and to think out the courageous political initiatives. Here is one of the last – to transfer the parliament of Georgia from Tbilisi to Kutaisi! And seemingly Mishiko had nothing to do with it – so to speak he considered the people’s voice, as there was the specific person who expressed this voice …

Also the deputy of parliament Akaki Bobokhidze made it, the personality is very remarkable. He was authorized representative of the president of Georgia in Imereti, but tendered his resignation after acting on the air of regional TV company “Rioni” in Kutaisi, having squabbled with journalist Irakly Imnaishvili directly on the air and beat the journalist after the air … And being the head of department of National guard of the Ministry of Defence of Georgia Mister Bobokhidze became famous for the statement that “all efficient men and women should have training preparation in camp of reservists and increase the fighting skills”.

But this time Bobokhidze proved as the figure of the state scale – he offered that the Georgian parliament left the capital and moved to the city of Kutaisi. “It is the unique chance of rescue of Kutaisi and all Western Georgia as a whole as the population leaves regions and everything concentrates in Tbilisi”, he declared.

However, the idea isn't new - Shota Malashkhia, directing the parliamentary commission on restoration of territorial integrity of Georgia, suggested to transfer the parliament not to Kutaisi, but to Sukhumi … Probably, not thinking how it is possible to carry out without the war in general. As the Georgian fighters had no chance to win the Abkhazian army – they would give them what for…

But this time they weren't limited with words– the acts followed. The deputies from ruling party supported an initiative at matter discussion in parliament. And one of party members, the vice- speaker of parliament Gigi Tsereteli assumed that it will be possible to carry out parliamentary sessions in Kutaisi and the meetings of deputy committees in Tbilisi … How to leave the capital at all?! – it would not be desirable.

And further the discussion starts as not all citizens, including the deputies of parliament, are are the supporters of Mikheil Saakashvili in Georgia. So the leader of the Christian democrats George Targamadze called this decision “anti-economic” as even the partial moving of legislature to other city will cause the reduction of the parliament staff. Targamadze explained: “If it occurs, the workplaces in Kutaisi will be created because this work would be lost by the citizens of Tbilisi”. Also it would be better simply to invest money which will go on this action, in economy of Kutaisi.

How many money is necessary to spend that courageous plans of president Saakashvili and his supporters would be carried out? That Akaki Bobokhidze told to colleagues -deputies that “if the building of such size that the building of parliament of Georgia would be constructed in Kutaisi, the expenses won't exceed 20 million laris (11, 8 million dollars), but the building of such sizes is not required”. However, the opposition wasn't quieted down and continued to be interested in how many money it would be necessary for construction of a special building for parliament in Kutaisi and the trips of 150 deputies and parliament staff from Tbilisi to Kutaisi and back every week …

But questions remained undecided and the decision on moving was accepted in the third reading: 103 deputies from 150 voted for it. One spoke against and the representatives of opposition didn't participate in vote at all. 119 mandates from 150 in parliament belong to ruling party “Uniform national movement”, so the question was purely technical.

It is planned to transfer the parliament in Kutaisi after the following elections in 2012. Thus, the deputies of the Georgian parliament are not going to work only in Kutaisi: they plan to hold the plenary sessions there and the parliamentary committees will work still in Tbilisi … Again there was a question of how many money will be spend on Saakashvili's new invention? According to the head of the financial and budgetary committee of parliament Zurab Melikishvili, the moving of parliament will cost 34 million dollars and one of the oppositional deputies Jondi Bagaturia said the sum much bigger - by his calculation it is required nearly twice more - about 60 million dollars!

The parliament needs to sit somewhere – to adopt the laws not on the area under the rain! The special building in which the parliament of Georgia will take place will be constructed. But while it didn't build … But now it became clear to all, why the Memorial of glory devoted to the Soviet soldiers, battling in the Great Patriotic War was destroyed in Kutaisi in 2009.

The ferroconcrete design in height of 100 meters was blown up barbarously – thus two persons were lost. And the Ministry of Foreign Affairs of Georgia then reported for the whole world only for some hours prior to monument explosion: “With declare with full responsibility that Georgia faithfully treats the memory of soldiers in the Second World War and the state and society of Georgia care of monuments and memorials”.

Now it became final clearly to everybody that Saakashvili and his team care only of themselves – after all so heavy to build the exemplary democracy when you are disturbed by barbarians and moreover not simple, but Mongoloid …
