The Russian compatriots have something to offer!

The chairman of the Union of young compatriots of the Republic of Tajikistan Mikhail Petrushkov told to our portal about the work of the World Coordination Council of the Russian compatriots. It is obvious that soon we will hear about this organization and its initiatives:

- The World Coordination Council of the Russian compatriots was created according to the decision of the president of Russia. Its structure includes 25 people who have the main task – to coordinate the activity of councils in the certain countries of accommodation, to develop the general policy concerning the Russian compatriots who live outside the Russian Federation.

Each member of the World Coordination Council represents a certain region. We gather every time in the different countries and it is clear and logical decision. Circle of subjects for discussion is the widest. For example, now there is actual topic – the creation of Fund of legal support of the Russian compatriots. Soon in Moscow we will arrange some kind of “brain storm” on this subject. All members of the World Coordination Council come with the new initiatives which have been specifically worked by projects. The field of our activity constantly extends.

- You present the Central Asian region in the World Coordination Council. Is own specifics?

- It is possible to tell that I am responsible for the former Soviet republics of Central Asia: Uzbekistan, Tajikistan, Turkmenistan and Kyrgyzstan. Constantly I contact the colleagues in these republics; we exchange offers, we impart experience. Now the interesting offer was prepared by our compatriots in Turkmenistan – I will bring it to members of the World Coordination Council at our next meeting without fail.

However, I want to notice that at all similarity of the Central Asian republics, the problems of the Russian compatriots who live there, after all are very different. And these distinctions are caused by many factors from which decisive are the number of the Russian-speaking population in the republic and a political regime which is set in the country.

- What do the councils of compatriots offer in the republics?

- Coordination councils in the republics support strengthening a formalization element in work. We actively work with the Ministry of Foreign Affairs of the Russian Federation, we have close contacts with department on work with compatriots. But it seems to us that it is time to create constantly operating institutes – I speak about various committees in this case. It is very important that the World Coordination Council participated in discussion of the major documents which will define then a lot of things. And we have what to advise!

Now, for example, very big project concerning the Russian schools abroad is developed. This subject is close to me, and I already now can tell that without an extensive discussion there can be simply impractical project.

- Why there is such pessimism?

- For that simple reason that the official who prepares the document, won't see far from a window of the office – unfortunately, he doesn't know that is the situation in Cyprus or in Tajikistan. He proceeds from certain representations, and, probably, considers that problems in this plan are same at the Russian compatriots in all countries. Actually they are very different!

And the matter is not the bad official sits in the Ministry of Education – he can just be very good – an essence that it is impossible to fill everything, but it is possible to try to collect correctly necessary information and to draw conclusions.

I think that it is correct to work by analogy to business associations. It is necessary to create the working groups with attraction of a wide range of competent persons, and then to take out the developed documents for discussion of experts. Such approach is widely applied in the most different spheres – it is time to apply it also to us!
