The foreign-exchange reserves are stolen in Transdniestria

These are the conflict consequences between the old and new power in PMR. The secretary of the Central Committee of ideology of the Transdniestrian Communist party, the editor-in-chief of the republican newspaper “Truth of Transdniestria” Nadezhda Andreevna Bondarenko made comments about the situation to our portal.

- What changes can occur in the internal political conditions in PMR after the taken place elections of its President? What the relations will be between E.Shevchyuk, I.Smirnov and A.Kaminsky?

The elections occurred tensely enough. Smirnov has thrown the rests of an administrative resource in fight. Kaminsky has thrown the possibilities of firm “Sheriff” in fight.

All in Transdniestria know that party “Renewal” is the party expressing the interests of this large firm in Transdniestria, though the laws of Transdniestria, as well as other countries, don't allow the political parties to be financed by the commercial structures. I am, as the lawyer, don't confirm what I can’t prove, but the opinion of direct communication between “Sheriff” and “Renewal” exists at the overwhelming majority of our population. This firm possesses considerable possibilities and resources – if the person doesn't want to lose work in structures “Sheriff”, he is compelled to run with propaganda leaflets or to collect signatures for the chief of party “Renewal”.

Thanks to what Shevchyuk managed to win in this situation? At one time he was the chairman of the Supreme body and the head of party “Renewal”. And then he had a conflict with Smirnov. The group of deputies and he have suggested to limit the power of the President in favor of parliament. Shevchyuk has actually sounded a part of those requirements with which the communists acted earlier.

But he had one advantage – he had possibility to organize the scale company in support of the offers on television. We have two TV channels. One is state – TV-PMR and one is private – ТSV (“Television of Free Choice”). It is the TV channel belonging to firm “Sheriff”. And Shevchyuk, using the power of the chairman of the Supreme body and the leader of the party “Renewal”, had possibility to appear on screens and to explain to citizens, with what he isn't satisfied, to make criticism at Smirnov, to state the vision of problems. After that he has been discharged of a post of the chairman of the Supreme body of Transdniestria and became simply the deputy and has then left also a post of the head of “Renewal”.

But the citizens remembered him exactly thanks to performances on television. The deputies, whom initiated the restrictions of the President power, then withdrew the initiative and the situation was settled. But this courageous demarche was remembered to people. It helped Shevchyuk on elections. Besides, the structures of Smirnov poured much dirt on him during the pre-election company and that is called overdid.

The emergency happened in the republic during the period after elections, but before the inauguration - practically all foreign- exchange reserves disappeared from bank. Of course, it was not as they were shipped on the truck and taken out. It would be too detective, in style of the last century. They were transferred to other banks and transferred from there once again. As a result, there are no foreign- exchange reserves. Personally I regard it as the last, “swan” cry of former team of Smirnov.

Anyway, I don't represent, as the unrecognized republic can return this money. But Shevchyuk, as the president, is in this situation before the need to pay pension, salary to people, to stop up social holes. Therefore now the communists abstain from Shevchyuk's criticism - his situation is really heavy. But also we abstain from laudatory speeches in his address while. But in case of threat emergence that the former Smirnov power will return, we would be compelled to be on Shevchyuk's party, at the collective decision of all our party, certainly.

As to economy, as the workers didn't receive salaries and now don't receive. Many people demand that Shevchyuk took measures. And they demand correctly – he knew what he was. However, he, of course, didn't suspect that so much money would be stolen. But problems remained the same which were in the republic. Actually, the lands withdrawn from peasants and transferred in rent to new “large landowners”, people hardly make ends meet, the youth leaves villages in large quantities. Thus, we lost the food security. It is on our land where it is possible to collect fine crops.

It is quite difficult to predict what the relations between Shevchyuk, Kaminsky and Smirnov will be– they being have many crossed spheres of influence. But Smirnov’s environment feels itself good while. They go, sigh, do the offended look, have a rest in sanatoria and live in clover. Nobody tries to take away the property acquired by the unjust way. Looking at it, I well understand Lenin who spoke about demolition of former state machinery and creation of the new one. Let it be a sailor with a revolver in the beginning who looks over the shoulder of the bank director.

- There is an opinion that Smirnov team openly parasitized on the Russian help, on supply of the Russian gas...

Now we very much depend on the Russian help – if it wouldn’t, it is difficult to assume, how many time our republic will exist. Besides, Smirnov has destroyed the collective farms. If is not that fact, we would be full. But now the agriculture is completely destroyed. We acted about it for some years – stop to disorganize the village. Smirnov didn't hear us. He didn't hear not only the Communist Party of Transdniestria, but also the peasants. Therefore they have been compelled to create the organizations defending the economic requirements – the country unions. But this movement wasn’t developed in full.

- Are there any not resolved conflicts and contradictions between the leading political forces in PMR?

The Communist Party of Transdniestria isn't going to agree with “Renewal” - it is the party expressing the interests of the large capital. Now Shevchyuk puts some pressure upon the interests of business representatives from party “Renewal” and, of course, creates certain intensity in political conditions.

But as a whole the situation hasn't changed practically - the enterprises pass from hand to hand, everyone extorts what he can from all of them. “Owners” destroy the manufacture, accumulate the debts before labor collective, pension fund, public utilities and then disappear. The following comes and shouts that it is not he, but the predecessors. It seems to judicial bodies that they fulfill the duty if send the judicial executor - it describes the enterprise property, but not the owner. And any workshop is going in favor of a pension fund, a fence surrounding the enterprise - in favor of the workers who have not got wages, a boiler-house - in favor of public utilities. It is interesting to whom they are necessary separately in case of realization of these material assets? It is a mere formality. And the workers get a piece of paper with the injunction that the enterprise should pay them money. But you will buy nothing in shop on this piece of paper.

- What is a situation on the Transdniestrian-Moldavian border, are any incidents?

The Russian peacemakers have shown themselves very well, carrying out the tasks assigned to them. There was a unique case for 20 years and that because of the victim. The Moldavian during the New Year, in a state of intoxication and as wrote some Internet sources, on a stolen car, without showing documents, tried to pass through border where there were the peacemakers. He went directly on a barrier. The peacemakers have made a precautionary shot in air and then have been compelled to shoot for defeat. It is, perhaps, the unique serious case for all this time in Transdniestrian border.

- What is the influence of the western commercial and noncommercial forces on an internal political situation in PMR? What is the degree of intervention of the USA, Romania and Moldova in internal affairs of Transdniestria?

The intervention attempts are well traced. But don't receive any support – the local population has very bad memories on the Romanian occupation. A word “Romanian” here is sometimes even abusive though it isn't good, I’m for internationalism. But the older persons tell to the children and children to grandsons about the horrors of the Romanian occupation. Therefore, a word Romania causes a negative at household level.

It is clear to everyone in Transdniestria that there is Romania behind the back of today's Moldova and NATO is behind the back of Romania. For this reason the attempt of influence of these forces on the Transdniestrian population are doomed to failure.
