The junta in Ukraine strengthens terror for power preservation

The deputy of the Kharkov regional council, the People’s Deputy of Ukraine of 2 convocations, the vice-chairman of parliamentary committee on questions of speech freedom within 8 years, the expert of OSCE and the Council of Europe Vladimir Gennadiyevich Alekseev tells about a situation in Ukraine and in the Kharkov area.

— In what status do the authorities in Kiev exist now?

On February 22 in Ukraine there was the anti-constitutional putsch the striking power of which was the neo-fascist fighters. In defiance of the arrangement of February 21 according to which Yanukovych handed over the power, it was for some reason decided «to seize» all and at once. But the members of putsch made big miss. The matter is that I not only read the Ukrainian Constitution, but still wrote it, being the People’s Deputy. The procedure as it is possible to discharge the president of the power ahead of schedule is accurately registered there. It is his voluntary retirement which has been personally proclaimed at meeting of parliament, impeachment for the corresponding crime, impossibility to fulfill duties on a state of health or death. And all this is defined by the 108th article of the Ukrainian Constitution, and is concretized by its adjacent articles as it becomes.

Any of these four conditions wasn’t observed. I assume that failure could happen at a planning stage — those who planned the putsch, badly read the Ukrainian Constitution. Or, most likely, in time didn’t adjust «the indignant people who had to tear the dictator to pieces» (according to the Libyan scenario), and Yanukovych understood that the only way is quickly to bring him under one of these four conditions — his physical elimination. It is obvious therefore he ran from Kiev.

And now in Ukraine there was such situation that as the duly elected President isn’t discharged legally of the power, he remains the legitimate president. And therefore everything that the one who represents himself does, as well as the deputy president is amateur performance, and in fact, he is the impostor. In a justification of the actions the members of putsch speak: «Yanukovych is bad — he got away from the country». But if so — make impeachment to him. But it is rather long procedure, and organizers of putsch were trapped — they wanted to make all quickly. It was declared that if there is no President in Kiev, they take the power. On that ridiculous basis that the President went to Kharkov for one day! And now it is late to do impeachment — then it would be necessary to junta to recognize that all them fancy from February 22 to today, is illegal.

And now it turns out that Yanukovych is the legitimate president who is compelled to disappear because the only way to junta to become legitimate is physically to eliminate it. But it is a big problem not so much of Yanukovych, as of the present «acting president» Turchynov because while Yanukovych won’t be detached as it is demanded by the 108th article of the Constitution, everything that Turchynov signs, as well as acting president is «useless scrap of paper».

— On what resources does the present regime keep?

The most powerful resource on which they lean is the support of the «democratic» world which, actually, this putsch organized, paid, organizationally provided and covered. And now they support this regime, declare that the members of putsch who are nobody from the point of view of the Constitution, are, allegedly, the legitimate authorities.

The second resource is «zombie-box» from the screen of which the megatons of lie spread. Calculation here is that 99% of Ukrainians didn’t read the Constitution, and for them only the unfounded statement of junta that he left will be sufficient for discharge of the president.

Thus, there is a power which from the point of view of the Constitution is illegitimate and junta is called in the people and there is the President who possesses legitimacy, but is detached from the power de facto.

In the beginning the law-abiding citizens believed that nobody will violate the Constitution. But now, relying on support of the «democratic» world", «zombie-box» and legal illiteracy of Ukrainians, the supporters of junta hammer them into the heads that, allegedly, there is lawful acting president and the government. They appoint ministers, chiefs of militia, but from the point of view of the legislation, it is the despotism.

Striking power of putsch is fascist fighters and neo-fascist party «Svoboda» (called in the people «Svolota»), having quite strong fraction in parliament. They crushed SBU, the Ministry of Internal Affairs under themselves and try to use these structures for planting of the views and suppression of opponents. They act after power capture by the principle «we are everything, and you are nobody». First of all they started canceling the language law which enough weak, but, nevertheless, gave though any rights to native speakers of the Russian. As they accepted some other measures which caused a resolute protest even in Yanukovych’s most ardent opponents.

I won’t speak now about the specific personality of the president Yanukovych to whom, undoubtedly, there are many questions. Even in the spring of 2010 I told that if the suite will be able to direct him on the way of Kuchma — «to throw» own people and to humor strangers — Kuchma’s destiny will comprehend him: will use and throw out. Here only unlike Kuchma as I then told, soft landing doesn’t shine him. So thanks to «sent Cossacks» he received a natural result …

I repeat — legally power change in the country happened without observance of lawful procedure, and without implementation of requirements of above-mentioned articles of the Constitution Yanukovych de jure remains the legitimate president. Now, in my opinion, the answer to a question is clear: whether the present power is legitimate? Legally — certainly, no! With the same success it is possible to break on bayonets into Vatican and to proclaim yourself the Pope. I think that hardly someone in the civilized world would recognize such usurper. But in Ukraine a lot of things are defined not by the law, but by political expediency. And that is remarkable, «democratic world» behaves with us in the same way. But they so won’t do that at home! Such impression that they consider our state incurably sick for which already all is possible …

Today the change of the power to the people betrayed to the West is favorable to EU and the USA — it means, events represent so that the revolutionary people overthrew the tyrant and established the fair power. Actually, many messages of our mass media simply shouldn’t be trusted as they as I repeatedly spoke, turned long ago from mass media into means of mass advertizing, propaganda and misinformation, in abbreviated form — SMRAD!

The policy of junta led to a rupture of economic relations with Russia and to its refusal further to credit Ukraine, the treasury is empty. Addressed for money in the IMF, but there made such demands which, in fact, mean genocide of the population. And these conditions were accepted! The junta can hold the power in this situation, only using repressions, intimidation and terror that already occurs. The situation with beating of the head of national broadcasting company of Ukraine and the mayor of Poltava, with capture of one of deputies of the Lugansk regional council is known also, arrests of heads of resistance in Lugansk, Odessa, Donetsk are carried out. In Kharkov the provocation of «Right Sector» was resulted by known slaughter on Rymarskaya where the fascist fighters killed two Kharkov citizens. Now the arrests began in Kharkov …

The country is on the verge of total loss of controllability and economic collapse. And now the Southeast try to resist to that national brown invasion. In reply the statements for certain «separatism» sound from «authorities». But in Ukraine there is no separatism — they run not from Ukraine, but from that national-brown clique which seized power in Kiev.

I think that offers from Russia about ways of resolution of crisis — federalization, the state Russian on an equal basis with the Ukrainian, strengthening of local government, the neutral status, non-interference of the state to affairs of church could send a situation to the constructive course. But not for this purpose «world democracy» arranged putsch, not for this purpose the nationalists rushed into the power to satisfy these conditions. They rejected them, and in this situation it is one more nail in a coffin of the Ukrainian statehood.

As for Kharkov, junta had the mind to appoint the governor from local, but not having odious image. However, the attitude towards him is unambiguous — he is appointed by the illegitimate power. In Kharkov regularly the meetings, mass processions against the illegitimate authorities pass which try to muffle the protests under the slogan of reconciliation of the «united» country and stabilization. But then will be as one of deputies of the oligarch governor of Dnepropetrovsk I. Kolomoysky told: «now it is necessary to make any promises to that scums and we will hang up them then».

— How does the Party of Regions act in that circumstances in the Kharkov area?

I could answer with one phrase — people whom I don’t judge as I belong to them — both to party and to fraction of the Party of Regions in regional council. But thus I want to note that I came to this party at Evgeny Petrovich Kushnarev — personally he handed over me the party-membership card. And his murder, or death as it is officially approved, had fatal consequences both for Party of Regions and for the country. He defended that «southeast» vector thanks to which the Party of Regions existed all these years. Yanukovych got the extensive electoral base — people who as it appeared, unfairly identified the hopes and expectations with him.

Yanukovych went on the way which was prompted to him by «skilled» people in his environment — to win the following elections against the radical nationalists the party of which it is necessary to take on the political arena previously. But he brought not those against whom he could win, but «grave-diggers» to himself and to the country. As, however, it was made with Gorbachev — he brought to the arena all this Parties, Sayudis, Popular fronts too (allegedly for support of «ingenious reforms») and actually he buried also himself and the country …

And the Party of Regions existed the last 4 years in this context of contribution of fascistization of the country, frank «throw» of the voters. I remember the structure of the Kharkov regional council in 2006, when the Party of Regions was in opposition. There were really real fighters on whom the party kept. And then, when Yanukovych became a president, personnel policy here changed. As regional heads spoke: «we qualitatively changed the structure of regional council». Yes, it changed — all fighters were thrown out for uselessness, the officials, businessmen and a great number of deserters from among «orange» were recruited.

In fact, the regional council now is in anabiosis as it is impossible to rely on those people who are anxious with only the business or career. They will always adapt, instead of to fight. Therefore it is impossible to tell that now the regional council is capable. And this is the direct consequence of policy of the Party of Regions and its heads in the Kharkov area — Dobkin and Kernes who thus also dug out «grave» to themselves. And now there is nobody to lean.

One matter is to sit in deputies when it is quiet and the life goes smoothly and another matter when there is a fight. Therefore the Kharkov regional council doesn’t gather for session — the majority of deputies has no desire «to lean out» — they wait when everything will end. If the deputy has «candle plant» and a position in the power which he wants to keep what can be fight? About a half of fraction is the officials of different level. It is probable when the Party of Regions came to the power, they imagined that it once and for all, and therefore rushed in it. Until recently they said that it was necessary to look for compromises with the members of Maidan. I warned that this «compromise» will end with full defeat. And it happened … However, in the personal plan the deputies of a regional council from the Party of Regions are quite normal people, but during the critical period the the people allocated with the power, are required not only these qualities.

— To what results lead the mass meetings which occur in all Southeast areas?

The energy of a mass protest is the rejection by a general population of what occurs in Kiev at almost total absence of the professional management and the organization of this protest. In this situation it is impossible to rely that there can be something at serious organizational level without association of efforts and their coordination. Though it gives some hope that in the different cities people started coming for meetings and demonstrations under similar slogans … And on March 30 it was declared about the creation of the interregional association «Southeast» on meeting in Kharkov.

Some urge to count on the new elections appointed by junta on May 25. But what there can be elections and their results when they beatthe deputy in the presence of the chief of militia, or the president of National T. V. company beat in his office on a sensitive site, or the rushed fighters beat the mayor of Poltava directly during the meeting, and the streets are walked by the armed fighters? By the way, under elections the junta changed electoral laws — now elections shouldn’t be carried out on all territory of Ukraine. Now it is possible to establish their results only on those sites where they took place. So theoretically for election of the new president of Ukraine there is enough the vote on one site — for example, at the Ukrainian Embassy in Canada.

The authorities set the task «to stabilize a situation», i. e. to muffle the protests. The repressions are started on it on the one hand. And they try to use in this dirty business not official structures, but fighters. And if it is impossible to them, then the authorities are carried out arrests as it happened to Dmitry Gubarev and other activists.

On the other hand the pharisaic, conciliatory campaign is started — Yatsenyuk started talking the Russian language and started giving the mass of promises, working by the principle «promise what you want now and we will hang up them then». It is declared that the law on regional languages after all wasn’t cancelled. But it is possible to cancel it at any time. Even the votes in Parliament aren’t required — simply the Acting President can sign the law on its cancellation at any time. After all the veto isn’t imposed on it! Besides, the commission on creation of the new language law is created into which Yavorivsky and Farion, known Russophobes, enter. It is possible to present what the law will be.

Besides, the mass of actors, journalists, known public figures are on TV screens who started talking to aspiration about the peace, friendship, unity of the country. Nobody is against, but in the beginning let’s return to a legal framework, we will make responsible the performers of putsch, we will forbid the neo-fascist organizations, we will disarm the fighters and only then we will speak about mutual love, friendship and unity of the country.

— You speak about repressions and at the same time give such interview …

And now I didn’t tell something that would differ from told by me during the meetings with representatives of the international organizations. In the first half of March Kharkov was visited by the deputies of U. N. Secretary General Ivan Shimonovich and OSCE mission. They and the deputy were the initiators of meetings with me. The U. N. Secretary-General at first met me, and only then — the area management. I stated them the point of view on events in Ukraine, told about legal aspects of current situation and depicted steps which need to be made for situation stabilization. In particular, I reminded them that the European experience of permission of the collisions similar Ukrainian, can be reduced to three models — Swiss, Czechoslovak or Yugoslavian. And the future of the people of Ukraine depends on what will be chosen from these models. And not by present inadequate Ukrainian management, but responsible international organizations.

It is thought, now adoption of offers of the Russian Federation on permission of the Ukrainian crisis will allow to keep Ukraine and the world in it according to the Swiss model. And refusal of them and obstinacy in carrying out policy «to hold, to press and to let» will put the Czechoslovak model on agenda, God forbid! or the Yugoslavian. Here the last prospect is opposed also by tens of thousands of demonstrators on streets of the cities of the Southeast, demanding federalizations of Ukraine and holding a referendum on this question. And they rest special hopes upon Russia and implementation of its offers on permission of the Ukrainian crisis.
