Exiles? The conference “For Tajikistan Renaissance” took place in Novosibirsk

Representatives of the Tajik diaspora in Novosibirsk began to gather for conference long before its beginning. Conference was opened in more than two hours and young people continued to come by groups to the small hall of Chkalov Palace of Culture. According to the most conservative estimates, more than 60 thousand citizens of Tajikistan constantly work in Novosibirsk. Their most active part came to a meeting with representatives of Regional public organization «Youth of Tajikistan is for Tajikistan Renaissance» which was created in Moscow two months ago.

Having opening the conference, the chairman of the organization Ibrahim Maksud declared the purpose of its creation at once. According to him, it consists in «creation of the international unity based on the constitutional principles and the principles of international law in modern conditions of the developing state». Ibrahim Maksud told that organization is aimed on support of youth and civil initiatives, an exchange of the international experience within cultural historical heritage spoke.

According to him, in connection with specifics of the organization it will pay special attention to the youth.

According to the leader of the organization, the sense consists in creating a positive image of the Republic of Tajikistan in minds of the Tajik youth. For this purpose it is necessary to solve some problems. It is to provide the opinion accounting of the Tajik youth in work of the organization, to establish cooperation of youth and public authorities and also to connect youth with human rights structures. One of important problems which will be solved by the organization, is the development of youth’s offers on improvement of youth policy in the territory of the Eurasian space, development and realization of youth programs, the organization of conferences, «round tables» and other actions on subjects which affect the rights and interests of the Tajik youth. «Young people don’t know how to realize the ideas, to develop the potential. I can say with confidence that our organization will give support to the development to these ideas», Ibrahim Maksud finished the performance.

It turned out that such conferences pass across all Russia. Already some conferences in Moscow, St. Petersburg, Samara took place. The party leaders went from Novosibirsk to Kemerovo. It is impossible to call these conferences oppositional in strict sense of the word.
According to Ibrahim Maksud, the organization doesn’t set political goals. But, thus, today the need to change the relation of the state to youth became ripe. In the country there are no workplaces. The youth is compelled to leave for earnings to other countries. Generally they go to Russia where, according to official figures, there are two million labour migrants from Tajikistan constantly.

According to the leader of the organization, 60 percent of GDP of the Republic of Tajikistan is the means which are allocated to the families by labour migrants. He considers that the country, 70 percent of the population of which lives without electricity, needs the fastest reforming.

According to other leader of the organization, Mehrubo Sattorov, the government of Tajikistan treats the people devil-may-carely. He gave such fact as an example. The territory of Tajikistan in 2012 made 141,1 thousands of square kilometres. Today it decreased by one percent and now Tajikistan owns 139,1 thousand square kilometres. It is a payment for a debt to China. Today China, according to Mehrubo Sattorov, offers a loan in five billion dollars. What Tajikistan, can pay off except the land? Nothing, therefore we will achieve the resignation of the present government of the Republic. It is our strategic objective. The audience met Sattorov’s speech by a storm of applause. However, it isn’t really clear who could make the real competition to the current president of Tajikistan. After all according to Ibrahim Maksud, political competitors of Emomali Rahmon are either in prisons, or in emigration.

The only woman who was present at conference caused special emotions of the hall. Rozia, so she was presented, is the labour migrant too. According to her, she forcedly left on earnings to support the younger son. Rozia didn’t decide to release him to Russia alone. She said so emotionally that sobbing was heard in a hall. By the way, nothing prevents to perceive her speech as drama history though Rozia spoke the Tajik language. The hall blew up approval exclamations from time to time. However she repeated the speech in Russian.

According to Rozia, the president of Tajikistan is silly person who squanders the lands. There is no work for youth. «Is it the life, she spoke, I want to live on the Homeland quietly and freely». «Get up, kind people, rise!, Rozia finished the performance.

All acting speakers said that in Tajikistan there is no state support of youth initiatives, the state domestic policy doesn’t consider desire of people to live and work at the homeland. On the contrary, all becomes to squeeze out the active part of youth from the Republic. For example, opening of a farm is impossible without bribe. Percent on the credits is very high. Moreover, Ibrahim Maksud told, that even the threat of Islamic terrorism is used in the country as the myth which influences the increase in labour migration. According to the leader of the youth organization, it is used as an element of a state policy on «pressing out» the active youth from the country.
