Mikhail Formuzal: Moldova shouldn't be the temporary project!

Bashkan of Gagauzia Mikhail Formuzal who is known for the independent position and criticism of the Euro atlantists defining today Modova’s policy made a speech at the next Economic forum in Krynica (Poland). The head of an autonomy said that the present course of Kishinev can’t bring something good to residents of the country:

- After collapse of the USSR the policy of political elite of Moldova differed in extreme degree of inconsistency and peculiar «dashing aside» here and there. In actions of the political management it was difficult to find an accurate course or strategy of development of the young state. This negative feature of the state construction of independent Moldova isn’t casual at all.

The vast majority of Parties heads in the early nineties were natives of CPSU and sought to transfer methods of management and decision-making, inherent in authoritative management style, to the level of again created independent state. Thus the declared principles of democracy and multi-party system were substituted for desire of domination of the political leaders and elite which are in power without any consultations with citizens and structures of civil society.

Sharp transition to liberal model of development in the nineties which was realized by parties of democratic orientation, was replaced by coming to power in 2001 the Party of Communists of the Republic of Moldova (PCRM) which stood up for close cooperation with the Russian Federation, adjustment of close integration connections with the CIS countries later. In 2005 PCRM proclaimed a course of the European integration as a priority, having developed foreign policy from east vector to the western. Such actions of PCRM discredited the policy pursued by its management.

Events of April, 2009 led to that performances of citizens and representatives of civil society transformed an environment of a political landscape in Moldova, and for the last five years there are parties of the Coalition for the European integration in power in the Republic of Moldova. PCRM which is at the same time in opposition, again changed the rhetoric to 180 degrees, convincing the citizens of rapprochement need with the countries of the Customs Union.

There is a question: can similar actions of parties lead to change of electoral moods in society and power discredit in the opinion of common citizens? The answer here can be only the one: not simply can, but will surely lead to such consequences. The business community sensitively reacts and feels consequences of similar actions. It should be noted that it is shown in especially rigid form in the period of the economic and financial crisis events as this component is still aggravated with social cataclysms.
In the Republic of Moldova there is an impression that political elite perceives the creation and existence of the sovereign and independent state not absolutely seriously, often placing emphasis on a temporality or a transitional form of the Moldavian state. For more than 20 years there was no national idea which could rally all citizens of Moldova for creation of the strong, uniform state.

At the heart of national idea on my belief there has to be a thesis about sense of existence of the state. In this sense the Republic of Moldova has to be perceived as the state ensuring safety and prosperity of the population, civil liberty and justice of the public relations, unity of generations, equality and solidarity of all people living in Moldova. The national idea is a fundamental component of national ideology, it follows from the historical past and specific features of development of the country, defines its place as a part of the world community.

Regions of Moldova and representatives of «untitled» nations living in Moldova can’t agree with statement of the question concerning a temporality of the state and in every possible way counteract the ideas of unionizm advanced by capital establishment. Throughout all modern history of the Moldavian state, the central authorities perceived country regions as the periphery not deserving attention, concentrating all instruments of influence in the centre.

Realities demanded modern, European approach when the development of territories is stimulated with delegation of power and finance, but together with them and responsibility on local authorities. There is no such desire in Kishinev therefore the policy in the field of power decentralization in Moldova revolves and if to call things by their proper names, it simply failed.

Meanwhile other moods prevail in regions of Moldova. The local groups of political leaders and civil activists who realize the need of change of a state policy were created on places long ago. In particular such moods can be observed in Gagauzia Autonomous and Territorial education. Has to note that for 7,5 years the consistent policy in all areas, based on the principles of democracy, dialogue with structures of civil society and mass media, consultations with business structures are led in Autonomous and Territorial Formation Gagauzia.

Despite the influence of an economic crisis and migratory processes taking place in an autonomy, we managed to create Gagauzia’s positive image that led to increase in number of the economic agents, decided to begin own productions in an autonomy, to improve a condition of infrastructure and consistently to improve image of the region. As national idea in Gagauzia there was an improvement of quality of life of inhabitants of autonomy, increase in number of partner regions from other countries and development of Gagauz language and culture. These principles are directed on association of Gagauz society and on the peace with neighbours.

It should be noted, we don’t consider the Republic of Moldova as the temporary project, and we consider that there are all opportunities for ensuring territorial integrity of unity of the Moldavian state with opportunities of development and full realization of identity of all people living on our small plot of land in southeast part of Europe.
