Security Service of Ukraine: results and prospects

There are revelations of the retired security service specialist of Ukraine about full degradation of his former department and also corruption, lawlessness, tortures of innocent and other «democratic» amenities in the Ukrainian counterintelligence which already became almost full analogue of Hitlerite Gestapo.
— You worked more than thirty years in security service and have a wealth of experience. How can you characterize the level of SBU work in the conditions of the won Maidan in Ukraine?
Before estimating the level of work of SBU modern staff, I would like to stop on such question as the relation of the state to policy of personnel formation in security services.
Now in Ukraine everything is blackened and destroyed that was anyway connected with the Soviet Union and I agree there was shortcoming. But during the board of communists there were also remarkable practices, including in questions of education and placement of personnel. After all the Stalin principle «Shots solve everything» is very actual today.
And what approach to this problem do we see in Ukraine for all years of independence? No matter, what is the level of professionalism and what personal moral qualities the candidate has. The main thing is that he was correctly politically focused and personally devoted to the appointing person. Thus old Chinese wisdom isn’t considered: «The devoted one betray first of all».
Ignoring of professional and moral and business qualities of the candidate leads to strategic failures in work.
Quite recently the interested high-ranking officials of Ukraine made public the information (through the publication in the Ukrainian mass media) which was known only in narrow circles earlier. «In the spring of 2009 Yushchenko prepared Valentyn Nalyvaichenko’s appointment as the ambassador in the USA».
Question is delicate: the applicant is the head of SBU. In similar cases of the practice goes on the way of a preliminary informal sounding of a position of the country of appointment. They addressed to the State Department, without expecting special complications. The answer came. When they read, so gulped. Everything was expected, but only not that. Washington reported that the American side has reliable data on serious violations of Nalivaychenko of the Finnish criminal legislation during his work in Embassy of Ukraine in Finland.
Using the diplomatic status, Nalivaychenko adjusted the channel of antiques smuggling. The Finnish secret police fixed everything, fixed documentary and, of course, shared with the American friends.
Those asked not to declare off. And now the State Department recommended to Kiev, considering exclusive nature of the American-Ukrainian partnership, not to give a question to the official plane, that is not to request the agreement on the main security officer of the country, suspecting that at the most inappropriate moment this sensitive information can become public and fatal influence forward development of the bilateral relations. Actually the enlisted in Helsinki Nalivaychenko by means of Finns was necessary to CIA on a key for Washington post of SBU head. Here is such story.
It is more then. «According to a number of observers, during the first cadence of Nalivaychenko as the head of intelligence service, he was involved in political opposition between the president and ruling coalition, which as a result came to the end with dissolution of the Verkhovna Rada of the fifth convocation».
It was noted that as the acting head of SBU Nalivaychenko repeatedly made startlers. Among them — charges of corruption of the judge of the Constitutional court of Ukraine Syuzanna Stanik (she was the speaker on the case of decree constitutionality of Yushchenko on dissolution of parliament) and also announcement of information on a possible threat to security of the leader of the BYuT Yulia Tymoshenko and the story about detention of the former Minister of Transport and Communication Nikolay Rudkovsky.
In this regard there were charges not only of «self-PR action» of Nalivaychenko, but also the use of Security service in political goals. Keeping in mind Nalivaychenko, the press noted with irony «aspiration to share the most intimate with grateful public» inherent to the management of the Ukrainian intelligence services which practically always coincided «with the next aggravations of an internal political situation». The staff of SBU even nicknamed the chief as Zalivaychenko".
Instead of real tasks of ensuring state security of the country the staff of SBU was thrown on rehabilitation of OUN-UPA and PR action on the Holodomor. Even the criminal cases concerning Stalin and his team were started. There were a lot of talks about his «friendship» with CIA. Bringing a prosecution by the State Office of Public Prosecutor of Ukraine became as a result of this friendship which was stopped after the Maidan.
The second coming of Nalivaychenko to power was marked by the appointment of the deputy head of SBU Andrey Levus who during parliamentary elections of 2012 headed Nalivaychenko’s staff in the Zborovsky district of the Ternopol area and is the old colleague of Parubiy.
It is senseless to speak about professionalism of the given candidate. Besides, Nalyvaichenko actively promoted the creation of «Right Sector» in Ukraine. The friendship with him was declared repeatedly by Yarosh: «I have friendly relations with Valentyn Nalyvaichenko, moreover, he was at a wedding of my oldest daughter as a guest. We communicate long ago. I am his assistant on public principles for today. And now, when the SBU is one of the most important guarantors of territorial integrity and the sovereignty of Ukraine, it is normal. We constantly consult and try to communicate with SBU and to maintain the best relations».
The security service of Ukraine began to be completed with personnel from members of «Right Sector» and nationalist adjusted persons, despite of their unsuitability for a profession. Nalivaychenko even accepted the bloggers for official service who proved nothing except the anti-Russian position.
Under the pretext of lustration those who don’t agree with the course conducted by the present country leaders are moved away from bodies (already more than 500 people are dismissed today). However, in spite of the fact that he was trained in V. Andropov Red Banner Institute of the KGB of the USSR (now it is the Academy of foreign intelligence of the Russian Federation) that is terrible thing for today, avoided dismissal.
To huge shame of the former staff of SBU today’s results of work of intelligence service resemble reports of the militia sergeant major caring of showing off to laymen taxpayers more.
The talking head informing the society of the results of SBU victories was somebody Markiyan Lubkivsky who was appointed by Nalivaychenko — the personality with not less «bright» past who also came to office from ranks of the Ministry of Foreign Affairs.
Listening to him, you involuntarily remember a line from mass media: «It seems that on a question „what do you like more — cocaine, heroin or an acid?“, Lubkivsky answered „oh, everything is so tasty!“ and ate everything that was available before a briefing, having aggravated with high-quality Crimean marihuana the stocks of which remained from last year».
Drug nonsense number one: «The deputy of city council of Konstantinovka city of the Donetsk region is detained. This is the deputy from the Communist Party of Ukraine, the member of the All-Ukrainian Union of the Soviet officers who in interaction with other members of well organized and kept dark network planned implementation of terrorism acts against anti-terrorist operation forces and the civilian population of the hometown».
The mad communist together with other detained criminals planned poisoning of water reservoirs of Konstantinovka city with potassium cyanide. All this was planned for the purpose of destabilization of a situation in the city. The communist and other bandits also collected and transferred information on troops of anti-terrorist operation to the mentors, in particular, to the commander of diversionary and prospecting group with a call sign «Gepard», it is also «Yaguar». But nobody excited with the fact that for poisoning of the population of such city as Konstantinovka with potassium cyanide, it is necessary, at least to 200 tons of a poison. The main thing is sensation.
Drug nonsense number two: «In the Dnepropetrovsk area SBU detained the terrorist group of 5 people which was headed by the former employee of the Ukrainian bureau of the Interpol who is the cousin of the arrested earlier being the head of Department of counterintelligence of SBU Vladimir Bik. Terrorists had training in the Russian Belgorod. The group planned arsons and blasting if buildings of military commissariats, district and appellate courts. 300 gram of plastid, electronic detonators, means of communication and a large number of information and separatist literature were withdrawn from group. Is it clear? I will explain to all: The Interpol together with the former staff of SBU plans the acts of terrorism in Ukraine. And that 300gramm of trotyl is obviously short for undermining such quantity of administrative buildings, the Service didn’t even reflect on it.
Besides, Lubkivsky also reported that 4 citizens of Ukraine were detained in the Donetsk region, who were suspected of terrorism. One of them worked on the development of «Constitution» of so-called «LNR». In Ukraine the development of the Constitution is called as terrorism now.
Drug nonsense number three: «Forces of department of counterintelligence of SBU succeeded to prevent the awful tragedy in the centre of Kiev. The inhabitant of Lugansk Anastasia Kovalenko who arrived to the capital of Ukraine by the regular bus at 5.00 on December 17 had to carry out a crime. But thanks to existence of operational information about this citizen, she was detained at 10.30 on the same day. The ladies' handbag with 300 grams of explosive was seized. Only a bit later, absolutely inopportunely, the photo of this «saboteur» in the form of the servicewoman of SBU appeared in social networks. But Nalivaychenko already managed to report about «success» to the Guarantor who highly appreciated the merits of «professional».
Further, in Odessa the staff of SBU detained the group of the saboteur who planned to take the terrorist actions the Odessa administrative points on all area. As a result of the done special operation, the security service found out that the 53-year-old resident of Ilyichevsk appeared the saboteur. Representatives of SBU told that the military equipment in its sufficient quantity was found at terrorist. Criminal case is already registered. There is investigation. Is it clear? I don’t understand. But it is official literal information from the site of SBU.
Here is this lovely frank thing from Lubkivsky: «every day our guys liquidate, detain a large number of saboteurs.
Somewhere approximately 10−12 daily it is necessary to neutralize in order that Ukrainians felt safe». But I would suggest to pay the attention to something, much more interesting, namely: «the decision on the termination of free movement of citizens from the anti-terrorist operation zone to other territory of Ukraine is already considered in intelligence service».
That is even if to assume for a second that there are some saboteurs, so millions of people are surprised in the elementary civil and human rights for fight against them, who are not involved in anything bad. It is simply just in case.
But it is the trifles. If they want, so work largely. Here already improbable efforts of specialists of SBU who three times broke attempts of stealing in the Russian Federation of the VSU planes by the Ukrainian military pilots who are earlier artfully enlisted by GRU and FSB of the Russian Federation. However, in the interests of the investigation, the information is the secret. But the facts are a bomb.
And how do you like the exposure: at once 320 agents of FSB and GRU are not somewhere, but in an inner sanctum — anti-terrorist operation staff in Kiev. Also 50 criminal cases concerning these Iud are already sounded about bringing already. If it is so, the Presidential Administration is on turn. For certain at least 90% are betrayers. And the Guarantor ceased to inspire recently the trust in nationalist society. There is the work for Zalivaychenko.
But it is still sounded that the forces of SBU prevented already seven trying of attempt at Poroshenko’s life. And it is only beginning.
The press service of SBU reported that department began criminal proceedings against the citizen of Ukraine according to signs of the offense provided by part one of article 259 of the Criminal Code of Ukraine.
It appears, on the page on the social network Facebook the volunteer Elena Suyetova reported that one of 146 servicemen of VSU who are recently released from captivity of terrorists committed suicide.
Markiyan Lubkivsky explained a situation on the page on the social network Facebook: «For certain, you remember all those messages which simply shocked all of us in which it was talked that our servicemen in captivity were cut the genitals off and one of them committed suicide after that. In particular it was talked of fighters who were released from captivity on December 26 last year». According to SBU the ill-minded woman actively spread the information which wasn’t true, through social networks for the purpose of deception of the population of Ukraine. Lubkivsky warned citizens against actions for deliberate distribution of unchecked and false information, playing into the hands of the enemy. Here only for what and at whose suggestion this activist laid out a fake on the page?
I understand, there is an inquiry of society: to punish the guilty. But there is an impression that the service tries to appoint guilty from among those whom it is easiest to make answerable.
I provide evidences of one of mayors from the freed territory of Donetsk region: «The mayor of Krasnyi Lyman — Lenya Perebiynis. He is already 25 years there. Helped our military, rescued them. Kept the city, nobody was lost. Then the counterintelligence came, took him away, brought to Izyum, tied the hands, beaten him the whole night. And firstly told: give hundred thousand. That is pure racket from our power structures. You have no money?
So let the son give the business. And he doesn’t want? Well, let’s go. They scoffed at person. He got to hospital. Well, I have normal relations with SBU officers, I told, but, in my opinion, anybody wasn’t punished. These all decayed structures are engaged in a robbery. And who doesn’t allow to be plundered — they accuse. And after all society has an inquiry: to find the guilty. Here they «look for» guilty.
Here is one more fact: On November 26, 2014 in Kharkov the activist of Antimaidan Victor Pavlovich Topchayev of 1961 year of birth died who was arrested in 4 days before by Security Service of Ukraine. The head of Interregional fund of assistance to employment A. Aleksandrovsky reported about it on «Facebook».
Topchayev was the veteran of Afghanistan, the person with accurate living position and didn’t support those events which were developed in Ukraine together with Maidan.
He participated in the protest movement of Kharkov and was detained by the staff of SBU for that.
There was nothing to incriminate to him therefore officially his detention wasn’t make out.
Understanding that they won’t receive money for next unproven separatist, they decided to make torment and what if he will tell or will take the responsibility for act of terrorism or will slander any activist. Topchayev was tortured during three days then he felled into a coma and he was thrown out on the road. When the official conclusion that he died of pneumonia was issued to wife, she simply didn’t believe the eyes … At Vitya there were almost no ribs, the skull was burst on the middle of a forehead!!! All fingers on hands were broken and twisted in the opposite direction, nails were broken, the whole body was a continuous hematoma!!!"
Well, now together with other power departments SBU controls the movement of people from occupied territories, using a database of the persons involved in separatism and terrorism. The chairman of Security service of Ukraine Valentyn Nalyvaichenko reported about it during a press conference: «People are known and in case of their movement or hit in sight of some passport control, it is clear they are detained. Such detentions occur daily», he noted.
To put it briefly, the SBU simply fulfils the order of the authorities, forcing and frightening the citizens, proving the necessity to the Guarantor and Co, and at the same time creating conditions for acceptance of a legislative ban of protest performances of the population.
