Toktogul Kakchekeev: “EEU for Kyrgyzstan is a buoy!”

The contract on creation of the Eurasian Economic Union was signed on May 29, 2014. And it will come into force since January 1, 2015. Now Russia, Kazakhstan and Belarus entered the structure of the union. Kyrgyzstan is intended to join it. The known Kyrgyz political scientist Toktogul Kakchekeev told our portal why it is vital for the republic:
- EEU grew from the Customs Union essence, it is a good indicator: the problem has dynamics and prospect. The most important is that Nursultan Abishevich Nazarbayev’s dream stated about the creation of the Eurasian union in the 90th years was realized, at last. But then he offered also the creation of Turkestan Federation from five former Central Asian republics however the dispute round the future capital — Alma-Ata or Tashkent — removed this idea in a long box.
EEU for Kyrgyzstan remains a buoy and development prospect in the future. Manifestation of firm intentions of participation in all programs noted in «Roadmap» is an exit of KR from a condition of «stopped up condition» and pressure of neighbouring countries: Uzbekistan and Kazakhstan.
KR showed the persistence in desire of the introduction firstly in the Customs Union and nowadays in EEU. It happened after the public statement of the KR president A. Sh. Atambayev about reformatting of the relations with the Russian Federation and strategic alliance to the Russian Federation. The obviousness of the weak economic conditions of the republic, pressure upon social factor of an external and internal debt of the country, lack of steady industrial production, domination in agriculture of a subsistence economy pushed to such resolute actions as rapprochement with Russia.
Last aspirations within «multi-vector» policy with orientation to liberal economy led the country to enslaving contracts, any undertakings of the government on a way to independence led to «colour revolutions» — owing to this fact there were two revolutions — revolutions in the country. The country practically took a survival way, the shadow economy is on official sources at the level of 40% of gross domestic product, despite statements of NGO and «civil society», subsidized by the international organizations and the Congress of the USA that the parliamentary form of government reflects the principles of democracy and openness of society in KR.
In the country all this didn’t give an impulse to economic growth. The Kyrgyz society connects the development only with Russia, and conducted sociological surveys confirm this situation: the approval was stated by 87% of the interrogated population. Enterprise circles actively participate in «roadmap» discussion, and express satisfaction in creation of Fund of development for the sum of one billion dollars and a stabilization grant in 200 thousand dollars given by the Russian Federation. Such approach, probably, is experimental and intended for the weak countries in the economic plan, entering EEU.
Before the Russian Federation also allocated one billion and hundred thousand dollars for delivery of the Russian arms for KR armed forces. This position is fixed in the Military doctrine of the Russian Federation about strengthening of defence capability of the countries of allies. And the decision is made in due time in view of the fact that withdrawal of troops of the USA and NATO from Afghanistan prepares. Other factors: strengthening of religious influence by allies of the USA — the countries of the Middle East, expansion of a network of the religious centres of preparation.
The radicalism and nationalism which was showed in the country can be estimated by this influence, support of an external factor for situation destabilization in the country and replacement of Russia from the Central Asian region. Determination of the people in a choice of Russia as reliable protection of the country and economic support with participation in programs of hydropower construction, reconstruction of plants and the industrial enterprises of military industrial complex causes support in the vast majority of the people.
However it is impossible to say that everything goes smoothly with the introduction to EEU. NGO and NPO financed by the West together with «civil society» created by them, seek to break the introduction of KR in EEU. They organize pickets, round tables, trying to discredit a course on the introduction in EEU, throw negative information in social networks. But at the last hearings in parliament about the introduction of KR in EEU such decision was approved by the vast majority.
