War in entire territory of Ukraine is favourable to the USA

The political scientist, president of «Centre of System Analysis and Forecasting» Rostislav Ishchenko answers the questions of the Internet portal «The world and we».
-Many experts claimed that attack of the Ukrainian army will begin at the beginning of spring allegedly the Armed Forces of Ukraine won’t conduct offensive actions in connection with cold weather and problems in army providing. In your opinion, why the attack began in the winter?
I don’t see something unusual in the events — even in the Great Patriotic War there were two periods of attack: summer and winter. Summer because it is dry, winter because it is cold. And in spring and fall when rains and slush, all stood and waited when it is possible to go on roads. Therefore, the attack in winter when everything freezes slightly and roads become passable is quite logical. But the main thing was that simply it was solved in Kiev— they are ready and it is necessary to outstrip a militia simply.
— In your opinion, could the Armed Forces of Ukraine increase the power in the period of last «armistice» as the Ukrainian mass media told, did they have any new opportunities?
More likely, they didn’t increase, but restored the number due to repair of equipment, a new appeal and wave of mobilization, partially due to inclusion of territorial battalions in structure of armed forces. They could restore simply quantitative structure and a saturation equipment of the Armed Forces of Ukraine parts to such an extent as it was in summer.
—Were any attempts of regular army structures creation from militia. Was it succeeded to make it?
We see they managed to make it because the number crews that don’t disappear are at war practically everywhere from a militia now. Everything was not as was in the summer when actually the guerrilla groups worked and which were with the commander. Those operations which were carried out by a militia, only the regular army structure is capable to carry out. Another thing is that they are not rather organized for the present. But such things also occur during the fights. And such purely technical measures as elimination of «Makhnovshchyna», united parts, submission to united command, a staff, increase of level of discipline — these issues are already resolved in many respects.
— How will the situation with mobilization in Ukraine develop — it is known that in Odessa and other areas there are mass protests against it. Can they develop into more serious conflicts and collisions?
Mobilization «waves» are the further, the worse. This time it is possible to gain no more than 20% of the planned quantity. Respectively, it is possible to declare a new wave of mobilization, but then already nobody will manage to be tired out in army. Of course, social tension grows and revolts, performances are possible. But now it is not the most dangerous for Poroshenko — the most dangerous for him are the actions taken by his friends in Kiev which are absolutely clearly directed on his overthrow. And after Poroshenko’s overthrow even the quasi — legitimacy which they gained at the expense of presidential elections organization disappears at the Kiev power. And then they will become simply wild, illegitimate junta.
— Whom the performances of «Aydar» battalion in Kiev are favourable and on what purposes such actions are directed?
It is the part of more serious consequences because everyone tells about Poroshenko’s overthrow. Practically nobody doubts it. Opponents in Kiev openly tell about it. Actually, the chain of events began directed to have Poroshenko’s head on a dish.
— In your opinion, does the USA consider those failures which happen during implementation of their plans in Ukraine as consequences of Poroshenko’s activity and his colleagues or carry them to own strategic miscalculations?
Neither Poroshenko, nor other heads of the Kiev mode are simply not able to lead the country. They never made decisions — decisions were made by the USA and money for maintenance of Ukraine was allocated by them too. The USA made impact on the IMF, and that in turn gave out money. Poroshenko’s role in this question is purely passive. He was rather silly to propose himself as a candidate in 2014 and to become the president. Because no matter who would be on his place the events would be developed in the same way.
—Is it true the Americans are dissatisfied with the puppets in Ukraine and are going to replace them?
Americans simply had time during which they could use Ukraine more or less effectively in the purposes as the complete state. Now they have no enough resources and desire to maintain the integrity of Ukraine. Therefore they simply let matters drift. But whoever appeared on Poroshenko’s place, the president as the weakest figure, appears under blow anyway.
The main thing is that a window of opportunities is opened during the certain period of time. The window of opportunities connected with active use of Ukraine and attempt to stabilize the Ukrainian power ended. There are no resources, all this is thrown and now they will simply eat each other.
— Do you consider now the distribution of the internal conflict on entire territory of Ukraine can be the purpose of the USA?
Fight of the USA and Russia isn’t finished, irrespective of what events in Ukraine will be. But the USA lost the Ukrainian platform. Therefore it is more favourable to them that the war of all against all would begin in Ukraine. I don’t think they will make big efforts in order to kindle it because it arises almost itself. They have enough not to extinguish and it will inflame, unless they will push the events a little. But, in any case, rolling Ukraine in the next phase of civil war when it extends all over the country is objectively favourable to the USA, and, most likely, it will occur.
